Charlene Bargiel leads the pricing and estimating team at Booz Allen. Based out of the firm’s McLean, Virginia office, she specializes in developing collaborative, high-level innovation strategies to ensure proposal and performance excellence.
Charlene has more than 32 years of experience supporting the Department of Defense; civilian agencies; commercial, state, and local markets; and international countries. At Booz Allen, she is responsible for pricing and cost estimating, aligning pricing capabilities to the complexity and priorities of the firm, and ensuring compliance with a Defense Contract Management Agency-approved cost estimating system.
Prior to joining Booz Allen in 2019, Charlene worked at Northrop Grumman, holding a number of leadership positions throughout the company related to pricing, contracts, subcontracts, exports, and government property. Most recently, she was the corporate director of pricing, estimating, and program control, working collaboratively across the firm’s sectors to enhance proposal quality and consistency. Throughout her tenure, Charlene also worked in contracts for Litton PRC (acquired by Northrop Grumman), becoming vice president of contracts for the firm’s defense services sector.
Charlene has completed the University of Virginia’s Darden School of Business Executive Leadership Program, the University of Chicago Strategic Marketing Program, the University of Michigan Delegation and Team Effort Program, and the Management Concepts Certificate Program for Management Professionals Leadership and Management.
Charlene holds an M.B.A. from Marymount University and a bachelor’s in business management from Point Park University.
