Our Contract Strategy & Management services help agencies achieve the best value and results. We help ensure compliance with statutes, regulations, and policies to minimize the risk of protest or unfavorable audit results. By providing effective contract performance measurement and management, we allow agencies to anticipate contract performance, cost, and schedule risk. We provide these in four service delivery areas covering commercial, construction, IT, R&D, services, major systems acquisition, grants, and cooperative agreements.
- Contracts Strategy. During the planning phase, we articulate agency strategy by developing custom contracting documentation such as Request for Information, Sources Sought, Justification and Approval for sole source procurements, Acquisition Plan /Acquisition Strategy, Independent Government Cost Estimate, Work Statements, Request for Proposal, Request for Quote, Contract Data Requirements List, and Source Selection Plan. We create each document based on our understanding of the Federal Acquisition Regulation, agency-specific regulations and policy, or the Uniform Commercial Code as applicable.
- Contracts Management. Booz Allen helps with daily administration of contracts and measures performance to enable early warning of contracting issues. This includes tasks such as tracking deliveries and invoices; drafting contract modifications, task orders and delivery orders; monitoring earned value or cost performance against schedule and ceiling; analysis of post-award change proposals; government-furnished equipment tracking; award fee and incentive tracking; and contract close-out.
- Contract Policy & Process Development. In this area, Booz Allen assesses a contracting organization’s policy and procedures against current statutes and regulations, identifies gaps, and drafts policy to bridge those gaps.
