Jay MacMillan is a leader in Booz Allen’s finance, energy, and economic development business. In this role, he develops and executes growth strategies, leads large-capture activities, and cultivates strong client relationships.
Jay is passionate about delivering measurable results and impact to clients, as well as building expanded expertise with his team on the ground.
Before joining Booz Allen, Jay drove solutions and strategies as vice president at IBM. He led all aspects of the IRS Elite account from business development, sales, contracts, investments, vision, and delivery. Additionally, Jay helped IBM rebrand to become known as a nimble and cost-effective solution provider.
Prior to his leadership role at IBM, Jay led Lockheed Martin’s civilian business to include strategic planning, contract delivery, contracts, subcontracts, business development, sales, and growth strategies. During his tenure at Lockheed Martin, he guided a major re-organization of the business operations that resulted in significant portfolio growth.
Jay holds a bachelor’s in industrial relations from University of North Carolina at Chapel Hill and an M.B.A. from Virginia Commonwealth University.
