Labs used different systems, vocabulary, and reporting structures—making it difficult to compare results, detect cross-jurisdiction trends, or quickly identify emerging synthetic substances. 

We started by addressing the foundation: data standardization. Booz Allen engineers worked closely with government partners to introduce dual pathways for harmonization: 

• Upstream Standardization: Helping laboratories map their data to shared schema and controlled vocabulary.  

• Downstream Standardization: Deploying AI/ML-powered middleware that normalizes incoming data, resolves naming variations, and automates chemical classification.
