As a program manager, Bill Powell leads the planning and execution of mission-critical information technology (IT) service management and governance improvement initiatives. His 30 years of experience includes 20 years in the private sector and 10 years with the Department of Defense, with 8 years supporting risk reduction and capability improvement for the Air Force Distributed Common Ground System (DCGS). His teams address the rapid expansion of Air Force intelligence, surveillance, and reconnaissance data, including tradecraft and mission system modernization and sustainability.
Bill was selected as one of 23 IT Infrastructure Library (ITIL) Advisory Group team members that planned and developed the service management best practices in ITIL v3. He represented the U.S. in International Organization for Standardization/International Electrotechnical Commission (ISO/IEC) standards development, including serving as vice chair of the International Committee for Information Technology Standards Executive Board for SC 40 covering IT governance, IT service management, IT-enabled services, and business process outsourcing lifecycle processes.
In addition, he used his ability to communicate service management concepts as the primary content author of Service Management for Dummies.
Prior to joining Booz Allen, he served as global IT service management (ITSM) strategy leader, portfolio manager, and services product manager at IBM Global IT Services. He led the development of ITSM strategy, assessment, planning, design, and implementation methods, models, and other assets.
Bill holds numerous certifications, including as an ITIL Service Manager and ITIL Expert as well as in Governance of Enterprise IT, Distinguished Professional of Service Management, Scaled Agile Framework (SAFe), and ISO/IEC 20000 Service Management.
