Mara Motherway, Booz Allen’s head of Government Relations, is a graduate of the U.S. Naval Academy and served for more than 20 years in the Navy. When you ask her why she chose the Navy, she’ll jokingly tell you her eight older siblings had already taken all the other jobs. The real reason is much more inspiring: Her parents were both Marines and she wanted to both give back and be challenged.
She’s using the breadth of her experience—spanning the Navy, business and government relations—to build relationships that help drive growth for Booz Allen, while building a Government Relations team that’s passionate about fostering a political environment that is favorable to firm priorities and business objectives.
What excites you about your work in Government Relations?
I love sharing with the most senior leaders in government the breadth and scope of our capabilities. It’s eye-opening when you consider the sheer number of agencies and organizations we support and the range of our expertise—from cyber to artificial intelligence to data analytics to engineering to strategy design and more. Our people are our greatest asset and I enjoy providing clear examples of how we stand shoulder to shoulder with our clients, constantly innovating to ensure success of critical missions across the Federal Government. It’s also exciting to bring members of Congress to our facilities and let them see first-hand some of the innovative technologies we have developed and how we consistently deliver against mission.
I’m very mission-focused and invigorated by the problem-solving element of Government Relations. My team works to understand Booz Allen’s core business and big bet opportunities with our leaders. We identify any potential legislative and policy obstacles, and then we craft strategies to remove those obstacles. We also look for opportunities to shape and support policies that are favorable to our business growth. Every day is intellectually challenging and requires a 360-degree view of the problem we’re working to solve.

What are the greatest challenges that you see in standing up an entirely new capability within Booz Allen?
Booz Allen never actively engaged on Capitol Hill before—that’s a real culture change. It can be a challenge to explain what Government Relations does and help people who have never had this ‘tool’ in their toolkit understand how powerful it can be as a force multiplier for growth. I’m thankful the firm is “all in” on this function and I have the runway to show the impact Government Relations will have.
The other challenge is one of time. There is so much to get done: everything from establishing the structure and governance around this function to engaging externally and strengthening congressional and high level executive branch relationships to ensuring strong internal networks are in place and accounts see themselves in the value proposition. You have to make sure you’re not walking too slowly or running too fast. There is a real tension of putting anything new into place. And while you’re still building the airplane, so to speak, you must be flying it at the same time.
How does Government Relations differ from the relationships we have with our clients every day?
A mature government relations function addresses three key areas: ensuring our reputation, brand, and relationships are strong with the most senior leaders in government; ensuring we have early awareness of policy initiatives impactful to the firm and identifying how to shape them; and ensuring our priorities are addressed in Congress by engaging at key inflection points in the congressional budget cycle. Our client facing teams are focused on doing important work to meet our clients’ missions daily. Where we come in, for example, is if we need to forge strategic relationships and strategies to protect or grow the client work, leveraging the legislative branch.
More simply put, we need to have strong relationships across the Federal Government so leaders understand what we deliver, what makes us unique, and why we are critical to the mission.
Government Relations is an early warning indicator. Our work ensures leadership has an understanding of upcoming changes in the federal budget, policy, or legislation that may impact our bottom line, enabling us to be better prepared to act. It’s both a proactive and reactive function—we work offensively or defensively to mitigate risk and provide opportunity.
