Julia Donley is responsible for setting the strategy and advancing the portfolio of subcontracting and procurement operations at Booz Allen. She ensures the firm meets market goals and mission requirements while maintaining overall operational compliance.
Over the last two decades, Julia worked in contracts management, supply chain organization, and problem solving for pricing challenges with companies like Northrop Grumman and TASC. She managed large, multi-million-dollar contracts at the federal, state, and local levels, as well as commercial contracts.
Prior to joining Booz Allen, Julia served as vice president at ICF, leading contracting and pricing operations for the public sector. Julia was integral in identifying areas for improvement, building a strong contracts team, and establishing a pricing organization to support the business. Before ICF, Julia managed defense contracts and subcontracts at TASC, and she also served as director of contracting at Northrop Grumman. Julia began her career at an investment bank as a financial analyst.
Julia graduated from Hollins University with a B.A. in economics and a concentration in business. She earned her J.D. from the University of South Carolina’s School of Law and her International M.B.A. from the University of South Carolina’s Darla Moore School of Business.
