Dr. William Rowe has nearly 40 years of professional experience in government, consulting, and academia. He provides market leadership for headquarters Department of Defense (DOD) and civilian agency environmental, energy, and facility-related programs. William currently leads the firm’s infrastructure, energy, and environmental (IEE) functional community and plays a cross-cutting role supporting infrastructure and environment business opportunities in domestic and international markets.
Previously, William had lead roles for the Office of the Security of Defense, the U.S. Air Force, U.S. Navy, U.S. Marine Corps, U.S. Army, and Department of Interior IEE markets. William helps lead cross-cutting business initiatives within Booz Allen including public-private partnerships, military test and training ranges, water infrastructure and security, and base realignment and closure.
William has been at Booz Allen for 22 years. Prior to joining the firm, he held management, leadership, and academic positions at MITRE Corporation, the Environmental Protection Agency, the U. S. Geological Survey, the University of Texas, and the Department of Health, Education, and Welfare. He has worked on a broad range of assignments, including strategic visioning, strategic planning, policy and guidance development, program management, facilitation, stakeholder engagement and partnering, natural and build asset management, and environmental technical issue analysis and resolution.
William earned his Ph.D. in geology at the University of Texas at Dallas and B.A. from Wesleyan University. In addition, he was an instructor at the Air Force Institute of Technology in environmental restoration project management, and has authored more than 20 articles and publications.
