Irregular Warfare

Whether it’s called asymmetric warfare, complex operations, unconventional warfare, small wars, or irregular warfare, senior policy makers repeatedly express that irregular warfare (IW) will be one of the central security challenges confronting our nation for the foreseeable future.

IW is not the domain of the Department of Defense (DoD) alone.  A challenge as complex as IW calls for integrated approaches from across the entire government. Other US government agencies, although they may not embrace the term “IW,” recognize the threat this type of challenge presents to the US and its partners.

Senior leaders across the government are seeking answers to address these challenges.  They are asking crucial but difficult questions such as How can my organization contribute to “whole of government” approaches to complex problems related to IW and Complex Operations? With whom do I need to partner?  And, How can I better understand the relevant populations and cultures?
