Performance-Based Service Acquisition (PBSA)
Performance-Based Service Acquisition (PBSA) is fast becoming a preferred approach for the federal government to acquire services from industry.
The intent of PBSA is to focus on the results of the work to be performed, rather than on how the work is accomplished; but where the rubber meets the road — for both the government and government contractors — is in the implementation of performance-based acquisitions. Drawing from its pervasive experience contracting with the U.S. government, Booz Allen Hamilton has developed a Performance-Based Project Management Workshop. The workshop has been presented to more than 400 acquisition and program managers from civil, defense, and intelligence agencies.
Performance-Based Project Management Workshops
Beginning with a summary of Performance-Based Service Acquisitions — what they are and how they are constructed — the workshop takes the audience through detailed explanations of performance analysis, performance planning, and job execution. The Performance Analysis portion describes how the Performance-Work Statement is developed and provides practical guidance for developing performance criteria. A key element in performance analysis is understanding the dual, complementary perspectives of performance by government and industry.

Performance planning develops the audience's understanding of the unique aspects of planning — and managing — a program on the basis of defined performance criteria. Key topics include work assignment, scheduling, quality assurance, and cost estimating. Job execution provides practical advice on performance measurement, quality control, and performance reporting.
