Booz Allen Hamilton Names New Vice Presidents with Wide Range of Expertise in Government Markets

Global strategy and technology consulting firm elects ten new vice presidents.

McLean, VA, October 1, 2008 — The Board of Directors of Booz Allen Hamilton has elected Jim Allen, Gene Bounds, John Feeney, Nicole Funk, Corrine Kosar, Tom Pfeifer, Chris Pierce, Don Schaefer, Steve Soules, and Lee Wilbur as vice presidents of the firm. 

Jim Allen – a member of the Security team in Central Maryland, leads the Signals Intelligence Technical Analysis business supporting the National Security Agency and other Intelligence Community members. Allen joined the firm in 2004 after a distinguished career at NSA, including service as Deputy Director for Analysis and Production.  He holds an MA in National Security Studies from Georgetown, an MA in Telecommunications from The George Washington University, and a BA in Russian from University of Virginia.

Gene Bounds– a member of the Economic and Business Analysis team located at the firm’s McLean, Va., headquarters, provides leadership in the Air Force and NASA markets with financial and management controls solutions.  He has more than 30 years of experience developing and delivering services focused on program management, earned value analyses, and process improvement.  Bounds, who joined the firm in 2005, holds an MS in Information Systems from the University of Southern California and a BBA in Information Systems from Texas Tech University.

John Feeney – a member of the Information Technology team, leads the IT infrastructure business for the Civil markets and provides market leadership in both the Finance and Entitlement accounts.  He also leads the IT infrastructure capabilities focused on enterprise network operations and data centers.  Feeney, who joined the firm in 1994, holds an MBA from George Mason University and a BS in Computer Science from the University of Virginia. His office is in McLean.

Nicole Funk – a member of the Defense team, leads the Aberdeen, Md., office in supporting clients in the Army northeast corridor and Aberdeen Proving Ground markets, including senior clients in the area of chemical and biological defense and the Army test community.  Her primary areas of expertise are chemical and biological defense, R&D, and test and evaluation. Funk first joined the firm in 1993, rejoining in 2005.  She holds an MS in Biotechnology from Johns Hopkins University and a BS in Biology from Frostburg State University.

Corrine Kosar – a member of the Security team, co-leads the law enforcement and border protection areas within the Department of Homeland Security market and leads support to the US Coast Guard from her office at Crystal Square, Va.  She has led numerous strategic initiatives in support of Coast Guard programs.  Kosar, who joined the firm in 1995, holds a BS in Business Logistics from The Pennsylvania State University and graduated from the Harvard Kennedy School Program for Senior Executives in International and National Security.

Tom Pfeifer – a member of the Information Technology team, leads the Air Force and NASA IT business for the firm from his office in McLean.  He has 24 years of experience providing system and software engineering services across the DoD and international community.  Pfeifer currently leads a team of senior IT professionals with expertise in enterprise information management, global combat support, service oriented architectures, cyber security, and airborne networking.  Pfeifer, who first joined the firm in 1984, holds an MS in Computer Systems Management and a BA in Economics, both from the University of Maryland.

Chris Pierce– a resident of San Diego, provides information assurance and system security engineering support to clients in the west, including SPAWAR Pacific, SPAWAR, Program Executive Office for C4I, NASA, US Pacific Command, and US Forces Korea. He has expertise in vulnerability assessment, penetration testing, and system security engineering.  Before joining the firm in 1997, he flew C-130s for the US Navy.  Pierce holds an MS in Business Organization and Systems Management from the University of La Verne and a BS in Oceanography from the US Naval Academy.

Don Schaefer – a member of the Information Technology team at the firm’s office building in Herndon, Va., provides system engineering leadership across the firm concentrated within the Department of Homeland Security and the national security market.  Schaefer is the creator and IT leader for the Mission Engineering® service, an advanced systems analysis and design approach, and co-leader of the IT Architecture and Design Center of Excellence.  Previously a Naval Intelligence Officer, he first joined the firm in 1995.  He holds a BS in Business Administration from Chaminade University.

Steve Soules – leads Modeling, Simulation, Wargaming, and Analysis team efforts in support of Department of Defense clients.  He is a recognized leader in capability-based assessments and architecture analysis and co-authored the book Using Architectures for Research, Development, and Acquisition.  Soules joined the firm in 1999 and holds an MBA from National University and a BS in Operations Research and Analysis from the US Naval Academy. His office is in McLean.

Lee Wilbur– a member of the Defense team, leads the firm’s missile defense efforts, providing system engineering and integration solutions to the Missile Defense Agency and Army leaders. His background includes extensive experience in complex system development and supporting system engineering technologies for missile defense, space, aircraft, and ground combat systems.  Wilbur, who joined the firm in 2003, holds an MBA from Pepperdine University and a BS in Systems Science and Engineering from Washington University in St Louis. His office is in McLean.
