Public-Private Partnerships Are The Key Resource To Start Tackling The HIV/AIDS Pandemic
Global Business Coalition and Booz Allen release summary report following Moscow Leaders Forum.
London, November 30, 2007— Booz Allen Hamilton and the GBC today released a summary report on the findings of a scenario development workshop, a technical event and leaders forum in Moscow, held on 23-25 October. These events united local, national and global leaders from business, government and non-governmental organisations (NGOs) to fight growing HIV/AIDS and tuberculosis (TB) epidemics in emerging market economies.
GBC members participated in a series of meetings with high-level policymakers; made visits to local AIDS and TB treatment facilities, orphanages and outreach programs; and engaged in focused scenario-building exercises. Activities culminated with the 2007 Leaders Forum, which provided participants with an opportunity to discuss the development and initiation of new, high-impact public-private partnerships in the area of public health. Distinguished guests included Ambassador Richard Holbrooke (GBC), Vladimir Pozner (Academy of Russian TV), Peter J. Robertson (Chevron), Jorge Sampaio (UN Special Envoy to Stop TB), and Clyde C. Tuggle (The Coca-Cola Company), among others.
“These recommendations form a practical roadmap to see public-private partnerships realise their potential in the fights against HIV/AIDS in emerging markets,” said Charley Beever, Vice President at Booz Allen.
The report identifies public-private partnerships (PPPs) as an underutilised key resource in setting out a positive track to tackle the HIV/AIDS pandemic in emerging markets like Russia, China and India. Participants collectively recognised that governments, business and civil society can not remain silent on these issues and that acting via PPPs could have a great impact.
Recommendations are to:

Develop a national HIV/AIDS agenda

Identify an initiative leader and small senior-level leadership team made up of government, NGOs, and private sector representatives

Strengthen media partnership programs and build communications strategies/plans to build awareness

Engage leaders of international and local private sector companies to build partnerships

Establish a foundation to channel/combine resources in scientific research

Develop a framework for mobilizing industry that is tailored to local needs
“The Leaders Forum provided a unique opportunity to share views and build the profile for public-private partnerships in Russia, especially with Government,” said Peter Parry, Vice President at Booz Allen.
The outcomes of the Leaders Forum, associated events, and the declaration in the conclusion of this report point the way forward. These together encourage further dialogue and position GBC/TPAA to work with member companies, government representatives, and others from the private sector to develop a series of concrete partnership projects.
