USAID Announces Award of Global, Business, Trade and Investment Contract
Booz Allen to support USAID in its efforts to reduce poverty and promote economic growth and prosperity in developing and transition countries.

WASHINGTON D.C., March 2, 2007 — The U.S. Agency for International Development (USAID) has awarded the Global, Business, Trade and Investment II (GBTI II) contract to nine companies. The contract falls under the USAID Support for Economic Growth and Institutional Reform (SEGIR) project, with the goal of reducing poverty and promoting economic growth and prosperity in developing and transition countries.
USAID’s primary program objectives for GBTI II focus on devising and implementing robust strategies to promote real economic growth, reduce poverty, graduate transitional countries from aid to trade, promote open competitive markets, develop the private sector, and mobilize private financing sources to supplement and eventually replace development assistance. The GBTI II firms will provide a full range of services to USAID Missions throughout the world and to USAID’s headquarters in Washington, D.C., in substantially all major areas of business, trade, and investment development and reform.
The principal advantage of these competitively awarded indefinite quantity contracts (IQCs) is that they provide a more efficient response to the needs of USAID Missions overseas by establishing a competitive bidding process between only the GBTI II contractors. These GBTI II contractors compete for individual contract requests on the basis of technical and cost proposals that are evaluated by USAID Missions. Over the planned 2007-2012 implementation period of the GBTI II, USAID has projected that up to $3 billion of contracts could be issued.
The GBTI II has nine prime contractors including three small business contractors: The Mitchell Group, Inc., Sibley International, and Segura/IP3 Partners, and six large contractors: Abt Associates, Inc., Bearing Point, Inc., Booz Allen Hamilton, Carana Corporation, Chemonics International, and DAI/Nathan Group.
