HR Program Analysis Task Area
HRsolutions Task Area Description:
Review major organizational programs that may include development of key issues, evaluation of the current programs, comparison of the program to other similar programs and evaluation of the effect of proposed changes to current policies/practices. For example, design value-added human resource/human capital processes which support goals of establishing a simple, accurate and accessible personnel system.
Booz Allen Capability Overview:
Booz Allen uses a three-phase approach to program analysis. We tailor an approach for each organization’s specific situation.
- Planning Phase – plans the analysis approach and develops a data collection and analysis plan
- Evaluation Phase – collects and analyzes data, synthesizes findings and determines program effectiveness and develops recommendations
- Implementation Phase – implements recommendations
The Army will be analyzing many of its major programs over the next few years to meet the new and emerging leadership mandate in support of the Global War on Terror and overall military transformation. The Army is in the process of re-examining and challenging the most basic institutional assumptions, organizational structures, paradigms, policies, and procedures to better serve the Nation. This overarching mandate will result in the review of major HR-related organizational programs and will require new capabilities and functional expertise to be able to conduct effective program analysis.
Booz Allen Success Story:
Booz Allen conducted a congressionally directed independent study of the Joint Professional Military Education (JPME) Program for the Secretary of Defense. The Booz Allen team collected and analyzed hundreds of key documents, conducted extensive stakeholder interviews, and performed site visits to produce a 500-page final report. The team recommended that DoD take a more strategic approach to Joint Officer management and places joint professional military education clearly in the context of developing the officer corps for joint, multi-national and inter-agency operations. The comprehensive report was both independent of DoD and collaborative with DoD. As a result of the report, the DoD is developing a Joint Officer human resource strategy.
