Policy Development and Implementation Support Task Area

HRsolutions Task Area Description:
Assist in HR related policy efforts. For example, policy related to Human resources, Reserve Affairs, manpower and personnel integration, personnel readiness, programming and budgeting of HR, personnel security, military burial, readiness resourcing, training, force structure, contractor manpower, mobilization and demobilization, fellowship programs, Equal Employment Opportunity programs, leadership, compensation and entitlements, Morale, Welfare, and Recreation (MWR), military postal system, the Chaplaincy Program, the Army History Program, health affairs, corrections, discipline, investigations, law enforcement, and military justice matters.

Booz Allen understands that policy development and implementation support touches all stakeholder groups throughout the organization. In the Army, policies encompass military, civilian, veterans, retirees, family members and contractors. Effective policy development is a critical enabler to supporting military operations and requires a deep understanding of the inter-dependence between manpower readiness, cost and expectations for organizational performance and accountability.

Booz Allen uses a proven five-step approach to policy development and implementation:

  • Assessment and Analysis – reviews and evaluates internal and external policies, programs, and practices, coordinates with policy proponents to gather supporting data and develops a clear statement of desired outcome
  • Facilitation of Policy and Formulation and Development – forms working groups and an Executive Policy Council (as required), conducts analysis and evaluates draft policy changes for impacts and develops recommendations and procedural changes for new policy
  • Policy Approval and Implementation – coordinates and staffs proposed policy, facilitates implementation of policy and develops communications plan and performance measures (as required)
  • Monitoring and Evaluation – develops strategies and mechanisms for monitoring and evaluation and develops recommendations for continuous improvement
  • Program Implementation – publishes and implements policy and designs programs and guidelines linked to policy

Booz Allen Success Story:
Booz Allen worked with ASA (M&RA) Army University Access On-line in order to secure the broadest academic and technology industry exposure to M&RA's $500 million distance education project. The Booz Allen team developed a communications strategy that included press and briefing materials, two press conferences featuring the Army Secretary, and a multi-media "Army Industry Day" conference. The team also created products such as brochures, videos, fact sheets, posters, banners, and media kits to successfully deliver the right key messages for policy implementation and support.
