Prepare plans for functions such as supply management, depot maintenance, and national program offices as related to HR impact and policy. Support awareness initiatives by assisting in the development of marketing and communication strategies for HR issues.

Booz Allen understands that planning is a leadership activity and a process that links day-to-day operational activities to the organization’s long-term goals and objectives. When developing and implementing a plan, leaders must consider staffing and other HR-related topics because these factors are central to efficient and effective operations in areas such as supply management, depot maintenance, and national program offices. Similarly, HR planning factors are essential to intelligence, recruiting, training, C4ISR, and resource management operations in the Army and other federal agencies. To successfully execute a plan, leaders must ensure that internal and external stakeholders understand the key HR issues associated with the plan. Leaders must also recognize that it is important to have an integrated and coordinated marketing and communication strategy to convey the plan.
The Booz Allen team often uses the Business Case Analysis (BCA) methodology when assisting an organization in the development of a plan. Booz Allen uses a proven five-step approach to planning as a result of lessons learned supporting numerous commercial and government clients.
- Assessment – establishes scope, understanding of the mission, goals and objectives and identifies key stakeholders
- Vision – articulates the breadth and depth of the ‘leadership’s intent’
- Identification – defines variable courses of action
- Analysis – collects relevant incremental and recurring costs, identifies qualitative and quantitative benefits and assesses risk by alternative analysis
- Evaluation – compares and recommends a solution
Booz Allen Success Story:
Booz Allen assisted the Navy Staff, N6, Assistant for Strategic Planning, in developing an organizational plan to improve operational efficiency. The team began with a thorough assessment of relevant documents detailing the roles and responsibilities of N6 and conducted a series of stakeholder interviews with senior-level staff, which resulted in a vision for the desired end state. The Booz Allen team worked collaboratively with N6 staff, to develop several courses of actions, performed analysis on the various courses of action, concluding with final recommendations on a specific course of action. These recommendations were subdivided into operational and strategic levels, with action steps designed to provide the organization with a roadmap for improved performance over both the intermediate and long-term horizon.
