In providing a wide range of HR management and consulting services, Booz Allen has assisted it’s clients in transforming HR professionals and services into a renewable source of value to the organization. Given the trends and issues cited by the International Personnel Management Association and the Office of Personnel Management (OPM) Training and Management Assistance (TMA), the field of human resources is at a crossroads. The HR community is experiencing growing demands to provide high-quality, consultative service.

The Booz Allen approach to providing HR management consulting and services is rooted in establishing a holistic approach to Human Capital (HC) management. Booz Allen worked with OPM to develop the Human Capital Assessment and Accountability Framework (HCAAF) and Standards for Success that is now the foundation for the most recent President’s Management Agenda (PMA) Human Capital Scorecard.

Booz Allen Success Story:
The Internal Revenue Service engaged Booz Allen to help analyze and validate a strategic restructuring concept and to develop a high-level organization architecture around key taxpayer segments. Booz Allen employed a broad HR consultative process, which encompassed extensive stakeholder interactions, including Congress, practitioners, taxpayers, and employees, as well as detailed data gathering and analysis. Booz Allen developed baseline analysis of the existing IRS organization, operations, and geographic strategy - including mission, inputs/outputs, organization structure, management roles/spans/layers, key processes and activities, geographic footprint, assigned workload, information systems, performance measures, and budgets. Booz Allen also developed an overall management and organization design architecture from evaluation of organizational alternatives.
