3.21.2 EPA sought to conduct a thorough and comprehensive analysis of the offerings of each of the existing Office of Personnel Management (OPM)-certified Human Resources Line-of-Business Shared Services Centers (HR LOB SSCs). EPA felt that, even though all of the SSCs indicated capability to meet the HR LOB Concept of Operations, differences existed in areas including core technologies, service delivery models, and schedule for customer migrations. The EPA had a need to evaluate each of the SSCs and determine which ones best matched the Agency’s current and future technical HRIT and HR service requirements. EPA also required specific information regarding the cost and fees that SSCs would charge agencies to migrate.
