Step 1: Develop Requirements
- Prepare Statement of Work (SOW) and Request for Quote (RFQ), including adefinition of DHS Client requirements. The RFQ / SOW describes the services, period of performance, deliverable schedule, and evaluation criteria.
Step 2: Solicit Response
