The US Department of Defense Chief Information Officer (DoD CIO) needed to increase the efficiency and effectiveness of data collection for departmentwide data interoperability analysis and to ensure that all DoD components shared the right types and depths of information required for mission success. To get full value from the massive amounts of data DoD collects, the DoD CIO wanted to switch from a paper-based, document-centric process to a collaborative, web-based, data-centric one.
In response, Booz Allen Hamilton created the Enhanced Information Support Plan (EISP) program, which reduced the time and cost to meet DoD CIO requirements; captured and standardized essential data to make the data accessible, searchable, and usable; and provided actionable analysis to stakeholders within DoD and beyond. Manually creating information support plans (ISPs) generates a great deal of redundant data and effort and limited crucial real-time data sharing and analysis. The DoD CIO wanted a TurboTax®-like interface that provided for the efficient and rapid collection of policy-mandated data and allowed for the extensive reuse of collected data.
Booz Allen developed the EISP program to automate the collection, organization, and analysis of required DoD CIO data; to make sure that programs and portfolios were interoperable; and to provide a baseline for analyzing program health. Our Tri-Analytics approach combines the Turbo Tagged Assessment Methodology, Federated Data Access, and Text Analytics.
EISP is helping the DoD CIO set the example for standardizing and integrating all acquisition document data across the entire DoD community. By leveraging this repeatable and scalable methodology for all acquisition documents, DoD will increase the efficiency, effectiveness, and quality of data and save time and tax dollars.
