Making BRAC a Mission SuccessThe Challenge

The 2005 Base Realignment and Closure (BRAC) Initiative called for the U.S. Army Communications Electronics Command's Team C4ISR (command, control, communications and computers, intelligence, surveillance, and reconnaissance)—responsible for lifecycle support of the world's most advanced C4ISR software and systems—to relocate from Fort Monmouth, New Jersey, to the consolidated headquarters at Aberdeen Proving Grounds, Maryland.

This relocation affects 5,000 civilian employees, including many high-demand specialists with hard-to-replace skills, and program managers rely on multiple types of personnel—military, core, and matrixed civilian staff from other agencies, and contractors—to perform their missions.

The Booz Allen Difference

Booz Allen Hamilton is assisting the Team C4ISR program offices with critical human capital analysis to ensure mission continuity throughout the transition to Aberdeen. For instance, we surveyed more than 1,450 personnel to determine whether they would be likely to relocate, factors that would influence their decision, and actions management could take to encourage relocating. Then we used statistical analysis to determine optimal requirements, the probable number of staff to relocate, new hires needed, and probabilities that resulting manpower needs would be met.

The resulting analysis helped Team C4ISR understand skill shortfalls that would be created by the move and provided information to assist the design of incentive programs to retain staff and help in recruiting new talent. This and other projects undertaken by Booz Allen are giving senior leaders insights into potential personnel gaps, helping them develop effective transition timelines, and creating actionable relocation strategies to maintain uninterrupted operations and performance during the BRAC transition.
