Improvised Environment Challenges Acquisition
Rise of "improvised everything" environment spurs the Department of Defense to rethink modern warfare and take first steps towards acquisition reform.
In a bylined article that appeared in the May 18, 2009, issue of Defense News, Booz Allen Hamilton's David Smith and Allan Steinhardt cite the rise of a technology-enabled 21st-century asymmetric warfare threat as a driving force behind the need to reform the Cold War-era defense acquisition system.
They write, "As the nation considers significant reforms to the defense acquisition process to increase accountability and align to new fiscal realities, we must not forget to consider how to increase responsiveness as well. The 'improvised everything' world demands it."
