Quantitative Management and Controls (QMC)Through the Quantitative Management Controls (QMC) capabilities and services, Booz Allen Hamilton offers a comprehensive approach to developing and implementing realistic, innovative, and disciplined program, project, and contract strategies that minimize risk and maximize value.

We recognize that successful programs and projects cannot rely solely on generic program and project management approaches. Our approach integrates key processes and metrics to elevate program and project management from a set of tactical techniques to an integrated, strategic tool for managing highly complex programs and projects.  We apply our expertise in program and project diagnostics, planning and scheduling, earned value and project controls, performance measurement, risk management, and project management office support. 

Using our approach, our clients have executed projects within technical, cost, schedule, and quality constraints; improved decision making by exploiting their knowledge of program and project risks and constraints; established effective contracting vehicles with enforceable incentives; and gained insight into possible program and project problems before they occur. 

Several of our QMC capabilities to highlight are:

  • Program/Project Planning and Scheduling. Our integrated planning and scheduling approach provides program and project managers qualitative and quantitative tools and techniques to ensure resource optimization, project risk management, and project deliverable and milestone execution throughout the program and project life cycle. These tools include WBS, IMP and IMS development, and CPM analysis.
  • Earned Value Management (EVM). EVM provides leadership with a systematic approach to integrating and measuring cost, schedule, and technical performance. It helps optimize limited resources among competing priorities. Our experience includes developing, implementing, and monitoring American National Standards Institute (ANSI) 748-A compliance and Defense Contract Management Agency (DCMA) certified systems.

  • Program and Project Risk Management. Our risk management approach uses a maturity-based process that focuses on improving the foundation to implement effective risk management. Booz Allen employs an approach that engages program and project stakeholders from beginning to end.
