Booz Allen Hamilton has provided Economic and Business Analysis services to a long and varied list of clients, including federal, civilian, and defense agencies; state and local governments; and commercial enterprises.

Examples of Booz Allen Economic and Business Analysis successes are as follows:

U.S. Navy

Challenge: Provide easy access to budgetary and financial planning data for geographically dispersed program managers.

Result: Booz Allen combined financial analysis skills with information technology expertise to develop an Internet application that facilitates budget planning, current year planning and execution, and task management.

Department of Veterans Affairs

Challenge: Determine the need for and develop preliminary requirements for a department-wide, fully integrated VA financial management system.

Result: Working closely with a VA-wide strategic review team and with VA focus groups and collecting and evaluating relevant functional performance data on current GSA FMSS Schedule products, Booz Allen prepared an initial requirements analysis for a financial management system. Several functional and IT alternative models were produced, and the most effective model was selected for additional analysis and pilot testing.

Bureau of the Census

Challenge: Develop cost estimates, cost/performance trade-offs, and cost-risk assessments for a large-scale ground station. Refine the costs sufficiently to support a cost proposal.

Result: The buyer reviewed and evaluated the Booz Allen-developed cost estimates and awarded the client a large dollar value contract.

Department of State

Challenge: Evaluate the status of an internally developed overseas financial management system in terms of functionality, development and test status, schedule risk, and cost.

Result: On the basis of extensive development site evaluations, Booz Allen determined the real system status, developed extensive program and test plans, evaluated vendor proposals for alternative approaches, and estimated completion dates and costs. We also identified critical next steps and required components necessary for successful project completion and implementation.

Rural Utilities Service

Challenge: Evaluate financial viability of existing nuclear utility and analyze debt restructuring alternatives for bondholders.

Result: Booz Allen validated detailed financial models, assessed the financial viability of various alternatives, and modeled the impact on debt collections.

National Trade Association

Challenge: Develop and document a detailed Windows-based cost-benefit model for product manufacturers and operators to evaluate the merits of sophisticated monitoring equipment.

Result: Booz Allen prepared a user-friendly modeling capability, including collection of large underlying databases, to evaluate costs, benefits, payback periods, and returns on investment associated with monitoring products.
