Wargames are collaborative problem-solving exercises that allow participants to work in and through the future—to understand, in advance, issues and potential outcomes of complex and fast-moving situations.

For several decades, Booz Allen has been facilitating wargames to help military leaders set priorities for missions, tactics, and doctrine as well as establish procedures for procurement, equipment maintenance, transportation, and other logistical details. In the corporate arena, we have used wargames to help a pharmaceuticals manufacturer explore the impact of different operating models and a global energy company anticipate stakeholder reactions to new exploration locations and methodologies, among other engagements.

Booz Allen–led wargames have also proved valuable at bringing together diverse constituents to forge the mutual understanding and collaborative solutions needed to respond to terrorist attacks, an avian flu pandemic, and the spread of HIV/AIDS.

The modeling, simulation and wargaming service offering is most appropriate where problems are complex, involving numerous stakeholders, inter-related systems, or alternative possible future scenarios.  It enables our clients to make critical tactical and strategic decisions, supported by auditable quantitative and qualitative techniques, integrating science & technology with complex human perspectives.

The techniques include:

  • Modeling & Simulation—helps clients to address issues of the utility of systems, concepts of operations, and technologies using a broad set of models, simulations, and analytical approaches to evaluate the quantitative impact of a capability in terms of metrics that are meaningful to decision makers. Helps clients develop a better understanding of their choices, while providing quantitative data to justify their decisions to stakeholders.

  • Wargaming/Strategic Simulations—allows an organization to test strategies in a realistic context of competitors, customers, stakeholders, regulators, and other external interests.  Wargaming is most appropriate where little data is available on stakeholder positions and every decision may create a new dynamic of choices by other decision-makers.  Thus, wargames may help military and business leaders avoid surprises on the battlefield or in the market, find common ground among diverse stakeholders, and build private-public partnerships.  In addition, wargaming helps in determining requirements; formulating problems definition; promoting stakeholder buy-in for strategies, training staff, and providing a basis for further refined decision support analyses.

  • Architecture and Capability Assessments—assists executives with decision support that can ensure they achieve strategic goals, tactical objectives, and mission capabilities; conducts Capabilities-Based Analysis to help clients achieve the highest state of readiness; and provides technical, programmatic, and performance analysis of integrated systems and architectures. These techniques identify capability needs, discover gaps or overlaps in systems, evaluate system alternatives against stakeholder criteria, evaluate current and planned investments against needed capabilities, and develop plans and roadmaps for goal attainment.

  • Analytics—generates quantitative and qualitative insights to help organizations better understand existing risks, emerging threats, vulnerabilities and opportunities; enables clients to examine their operating environment (physical and non-physical networks) to identify critical nodes and systems, key relationships, redundancies, and vulnerabilities; examines alternative futures to better understand impact of decisions made today and mitigate future risks; and employs infrastructure modeling, data mining and computational social sciences to support strategic business decisions.
