Jack D. Welsh Jr.

Booz Allen Hamilton Senior Vice President Jack Welsh serves the US Government Classified (USGC) markets, specifically focused on delivering engineering and operations services to his clients. In this role, he is responsible for technical direction, cross-program integration, capability leverage, staffing and staff development, business management, and business development activities within his business area, as well as within the broader national security markets. Prior to his current role, Mr. Welsh was responsible for market leadership serving the National Geospatial Intelligence Agency (NGA), which he served for more than 25 years, and the National Reconnaissance Office (NRO), leading Booz Allen‘s Space and Ground Systems business.

Mr. Welsh is a leader in Booz Allen’s Systems Engineering and Integration Center of Excellence. His key areas of expertise include:

  • Systems engineering and integration (SE&I)
  • Information technology strategy
  • Systems engineering and technical assistance
  • Mission integration

Mr. Welsh serves as a partner advisor to the Booz Allen chapter for the Society of Women Engineers (SWE) as well as to the firm’s broader Women’s Agenda. Mr. Welsh is past president of the Washington Metro Chapter of the International Council on Systems Engineering (INCOSE) and served on its Board of Directors for four years. He currently is Booz Allen’s representative to the INCOSE Corporate Advisory Board (CAB) and serves on the INCOSE CAB leadership team. He also is on the Advisory Board to the College of Engineering at the University of Delaware.

Before joining Booz Allen, Mr. Welsh worked as a computer scientist for the Central Intelligence Agency (CIA) where he served as the lead systems engineer on a major film mensuration development and enhancement project. Mr. Welsh also served as a lecturer at Northern Virginia Community College, where he taught technology-related subjects.

He holds an M.S. degree in information systems technology from the George Washington University and a B.S. degree in mathematics from the University of Delaware.
