Dr. Gary D. Mather

Executive Vice President

As Client Service Officer (CSO) for Booz Allen Hamilton’s U.S. Army clients, Executive Vice President Dr. Gary Mather focuses on mission systems engineering and IT programs. He also serves as CSO of the firm’s Aerospace Market Group, which supports SATCOM Systems Engineering & Integration (SE&I), aviation, and space programs, and chairs the firm’s CSO Forum, which facilitates collaboration among all CSOs.

Dr. Mather and his team primarily leverage their experience in communications and electronics; chemical and biological defense; training; and test and evaluation to support client needs.

Since joining the firm, Dr. Mather has served on its Board of Directors; as chair of the Board’s Finance Committee; as president of Booz Allen’s Worldwide Technology Business; and as chair of Booz Allen’s Critical Strategic Initiatives Committee.

His engagements include leading a transformation effort for a large federal agency. The assignment involved a front-end analysis to transform the agency into four strategic business units, and the formation of 12 design and implementation teams comprised of both Booz Allen and client staff. Booz Allen supported the development of completely new processes for each unit. The outcome was a fully operational structure involving 100,000 personnel, 10 data processing centers, and a national networking architecture.

Dr. Mather also led a highly successful program to restructure a large agency in accordance with Congressional mandates. His team focused on primary program process flows as well as cost drivers linked to achieving specific performance requirements. Other client assignments included systems engineering work for an agency operations program, in which Booz Allen was the primary contributor to the development of an evolving systems architecture. In addition, he led several programs that provided clients with  improvised explosive device jamming methods and mission communications.

Dr. Mather holds a Ph.D. and a B.E.E. degree from Rensselaer Polytechnic Institute, and E.E. and M.S. degrees from the Massachusetts Institute of Technology.
