Dorothy "Dee Dee" Helfenstein

Senior Vice President

Ms. Helfenstein is a Booz Allen Hamilton Senior Vice President leading organization, transformation, organization design, business process re-engineering, and strategic planning efforts across numerous client organizations. She has more than 15 years of commercial and government consulting experience across a number of industries, including pharmaceutical, medical devices, transportation and government.

Ms. Helfenstein provides clients with a full range of strategic management services including strategic planning, strategy deployment, and implementation, measurement and feedback. She has served as a leader in major efforts such as:  

  • Modernization and restructuring
  • Reengineering efforts
  • Improved organization alignment and efficiency and effectiveness by alignment of business strategies, organization structures, and performance management

Ms. Helfenstein has worked across multiple business units at the Internal Revenue Service (IRS) for more than 10 years in various roles. Currently, she provides day-to-day leadership for that client, and is responsible for the firm’s fiscal, contractual, client and quality management, and sub-contractor management across the IRS.

Ms. Helfenstein has been awarded the IRS Commissioner’s Award for the Design of the Large & Mid-Size Business Division, the Small Business/Self Employed (SB/SE) Commissioner’s Award for the stand-up of this new division, and the Hammer Award for Re-inventing Government.

Prior to joining Booz Allen, Ms. Helfenstein spent more than 10 years in the organization development and human resources field with Smith Kline Beecham, Acuson and the Metropolitan Washington Airports Authority. Most recently, she was with the Global Consumer Healthcare R&D Division of Smith Kline Beecham.

Ms. Helfenstein graduated from the Virginia Polytechnic Institute & State University with a B.S. in Psychology. Ms. Helfenstein is the recipient of the 2001 Professional Excellence Award, Booz Allen’s highest award for excellence, for her work on the IRS Modernization Project.
