Joseph E. Garner

Executive Vice President

Joe Garner is an Executive Vice President leading the firm's Operations Capability Group comprised of more than 5300 professionals providing Acquisition and Program Management, Infrastructure, Mission and Industry Expertise, and Supply Chain and Logistics services to U.S. Government clients. With more than 28 years of experience, Mr. Garner is responsible for driving Booz Allen’s delivery of operation and mission support for the firm’s government clients in the Civil, Defense, and Security market sectors. Mr. Garner also serves as the President of ASE Inc., a Booz Allen subsidiary. He is a member of the firm’s Leadership Team and the Operating Council. Mr. Garner also co-leads the firm’s comprehensive People Strategy Initiative, which is ensuring that Booz Allen Hamilton’s approach to recruiting, developing, and retaining staff is attractive to both staff and clients.

His passion for client service and for preparing Booz Allen staff to excel in this area has been central to both his personal success and that of the firm. Mr. Garner initiated the firm’s Ready for What’s Next award-winning communications program and also leads a firmwide effort to share Booz Allen’s leading ideas and innovation with clients. Early in his Booz Allen career, Mr. Garner established himself as an expert in program and acquisition management, supporting Navy clients at the Naval Air Warfare Center-Aircraft Division in Lexington, Park, MD, and providing key support for the stand-up of the then newly-formed US Special Operations Command.

Mr. Garner received a BA in Social Sciences from St. Mary’s College of Maryland and has completed a number of graduate level courses in Program and Acquisition Management.
