
A Senior Vice President at Booz Allen Hamilton’s headquarters in McLean, Virginia, Gary Cubbage has over 25 years of experience developing and deploying mission and enterprise systems for federal and commercial sector clients.
Mr. Cubbage leads the firm’s technology business for the security market, which delivers services ranging from enterprise architecture and IT capital planning to the development and delivery of systems and enterprise infrastructures that provide data integration, signals collection, analysis and collaboration, and command and control functions.
In his role as company-lead of the firm’s Systems Development Center of Excellence (COE), he is responsible for the delivery and quality standards for the firm’s systems delivery within the security market and for enforcing Booz Allen’s implementation of process improvement (CMMI and ISO) within those efforts. He is also responsible for the professional development and capabilities of staff in the COE.
Mr. Cubbage led a project that earned Booz Allen’s highest honor for outstanding customer service—the Professional Excellence Award (PEA)—for contributions to the firm’s Process Improvement Program. The program achieved and maintained its external certifications at Capability Maturity Model Integrated (CMMI) for Software Development and Systems Engineering Level 3, ISO 9001:2000, and previously Software CMM Level 3. He also instituted a firmwide metrics program that helped the firm save money on its system development efforts and established a review program that significantly raised the quality of Booz Allen’s delivered systems.
Previously, Mr. Cubbage led Booz Allen engineers, scientists, and software developers who provided software development, modeling and simulation, advanced analytics, and multi-media development services across national security markets. In addition, he led the firm’s Navy intelligence and cryptology business, including supporting Space and Naval Warfare Systems Command (SPAWAR), SPAWAR Systems Command Centers San Diego and Charleston, Office of Naval Intelligence, and the Commander, Naval Security Group.
A member of the Armed Forces Communications and Electronics Association (AFCEA), Mr. Cubbage is also a member of the Intelligence and National Security Alliance (INSA) and sits on the board of the Northern Virginia Therapeutic Riding Program, which supports children with disabilities.
He has a B.S. degree from the University of Virginia and an M.S. degree in computer science from Johns Hopkins University.
