Gary Rahl

Senior Vice President

Based in Washington, DC, Senior Vice President Gary Rahl leads Booz Allen Hamilton’s support to public sector and commercial energy clients. Booz Allen Hamilton helps energy clients achieve operational excellence through the application of deep capabilities in strategy and organization, information technology, energy systems and operations, and analytics. Mr. Rahl has led and participated in the design and implementation of energy technology development programs, enterprise-wide energy strategies, environmental management systems, the development of environmental regulation, and the development of enterprise information management systems.

Mr. Rahl is the Officer-in-Charge (OIC) for the Firm’s comprehensive support to the Department of Energy’s (DOE’s) Advanced Research Project Agency – Energy (ARPA-E), through which Booz Allen helps DOE identify and fund high-potential next-generation energy technologies. He is also OIC for the Firm’s Energy Sector Planning and Analysis support to the National Energy Technology Laboratory, and in assisting the Office of Energy Efficiency and Renewable Energy support a self-sustaining market for energy retrofit of buildings. For commercial clients, he is OIC for engagements ranging from cybersecurity assessment and program implementation, to smart grid strategy for utilities.

Mr. Rahl has spoken and written extensively on important energy and sustainability topics; most recently, he co-authored:

  • Building a Business Ecosystem for Energy Efficiency: Turning Savings Into Value”, which sets a strategic agenda in which new and innovative public-private partnerships can help realize the true potential of a market that so far has not been able to sustain its growth.
  • Breaking the Energy Efficiency Deadlock” , which describes an innovative energy efficiency financing approach to unlock the energy efficiency improvement potential in buildings.
  • “Creating America’s ‘Smart Grid’”, with the Journal of Applied Corporate Finance, describing a constructive approach to addressing the most significant issues facing the future of electric power distribution.
  • Government: The Critical Enabler”, in the magazine strategy+business, that describes how public sector innovation can accelerate progress in sustainability.

Mr. Rahl joined the firm after serving as a U.S. Navy officer at Naval Nuclear Propulsion program headquarters. There, he led the development of guidance for integration of environmental, safety, and occupational health considerations into major weapons system design and acquisition programs at the Naval Sea Systems Command (NAVSEA). Mr. Rahl earned an M.P.P. degree from the Kennedy School of Government at Harvard University, and two B.S. degrees in aeronautics and astronautics and humanities from the Massachusetts Institute of Technology.
