Robert Makar

Senior Vice President

As a Booz Allen Hamilton Senior Vice President, Robert Makar leads the Economic and Business Analysis (EBA) team of functional experts who support the U.S. Navy and Marine Corps. 

Mr. Makar has more than 25 years of professional experience in various aspects of cost analysis including cost estimating, business case analysis, IT economics, economic analysis, cost/benefit analysis, cost proposal evaluation, cost/schedule control, and contractor performance measurement.  He is also experienced in engineering analysis, manufacturing analysis, and operations management. 

Mr. Makar leads a team of 400 professionals who provide services that include:

• Cost estimating and analysis
• Economic analysis
• Business case analysis
• Total ownership cost (TOC)
• Project management and controls
• Risk management
• Budget / financial management

In the context of these service offerings, the EBA team helps clients make fiscally sound business decisions by quantifying and articulating how technical and operational changes affect cost, schedule, and risk. 

Examples of the numerous engagements Mr. Makar has led for the firm include:

• Creating a Business Case Analysis (BCA) of a military aircraft sustainment  program, including evaluating seven cases to provide a best value determination for long-term sustainment and providing a cost/performance trade analyses that considered not only cost but also other quantifiable (e.g., aircraft availability) and non-quantifiable factors
• Developing life cycle cost (LCC) and TOC estimates for defense agency programs that include:
  
  o    Digital Modular Radio
  o    Global Broadcast System
  o    Defense Messaging System
  o    Meteorological and Oceanographic Systems
  o    Electronic Key Management System
  o    Tele-Medicine Initiative Program
  o    Mobile User Objective System
  o    Advanced Extremely High Frequency Communication System
  o    Global Command Control System – Maritime

• Producing a cost estimating handbook; shuttle booster concept economic assessment; Jet Propulsion Laboratory (JPL) cost estimating process analysis; and other initiatives for a federal agency
• Developing a space transportation system cost model; rocket engine test stand cost analysis and delivery management services; satellite control network contract cost estimate and reduction analysis; space-based radar analysis of alternatives (AoA); and other initiatives for a defense agency

Before joining Booz Allen, Mr. Makar worked with Northrop Aircraft, General Motors, General Electric and IBM.  He holds M.S. and B.S. degrees in mechanical engineering from the Rochester Institute of Technology.
