Lloyd W. Howell, Jr.
Executive Vice President, CFO and Treasurer
Lloyd W. Howell Jr., Booz Allen Hamilton Executive Vice President, Chief Financial Officer and Treasurer, is responsible for the firm’s financial statements, capital structure and related financial operations. He previously served as the Civil and Commercial Group Leader in charge of delivering the firm’s capabilities and service offerings to both federal and commercial clients.
Mr. Howell joined Booz Allen in 1988 as a Consultant and provided systems engineering support to multiple Department of Defense satellite programs. In 1991, he took a leave of absence from the firm to get an M.B.A. from Harvard University and worked at Goldman Sachs as an Associate in their Investment Banking Division from 1993 to 1995.
In 1995, Mr. Howell returned to Booz Allen where he became a member of the Strategy & Organization (S&O) capability team focused on Defense Market clients, specifically, Navy/Marine Corps, Army, and OSD. In 2000, he was elected Vice President and served as S&O’s Capability Leader from 2005 to 2009.
From 2009 to 2013, he served as the Client Service Officer (CSO) of the Financial Services account in the Civil Market. Lloyd has served on the firm’s Leadership Team since 2007 and under his leadership has led many of the firm’s internal change efforts that evaluated the firm’s operating model, organizational structure and people programs. From 2013 to 2016, Lloyd served as the Civil and Commercial Group Leader, he has lead the business in delivering the firm’s strategic, technology and analytics capabilities and service offerings to both the federal and commercial sectors.
Mr. Howell’s federal clients included U.S. Department of Treasury and its bureaus, Securities and Exchange Commission (SEC), Federal Reserve, Pension Benefit Guaranty Corporation (PBGC), Commodity Futures Trade Commission (CFTC), and Commercial clients that included the top 50 Global Financial Institutions and significant stock exchanges.
Mr. Howell’s current board memberships include the Integra LifeSciences Corporation (“IART”), Partnership for Public Service (Finance Committee Chair), Capital Partners for Education (CPE), Management Leadership for Tomorrow (MLT), Executive Leadership Council (ELC), Washington Economics Club, the University of Pennsylvania’s Engineering School and the St. Albans School.
Mr. Howell holds a B.S. in Electrical Engineering from the University of Pennsylvania and an M.B.A. from Harvard University. He was the 2010 BEYA Award recipient for Professional Achievement and the 2011 Black Engineer of the Year Award.
