Starting in 1998, Fred built Booz Allen’s public-sector IT business in London. He also performed strategic technology consulting for commercial fixed and mobile telecommunications companies, high-tech and defense industries, and also performed valuations and due diligences for banks and private equity firms across Europe and North America.

In 2005, Fred returned to Booz Allen’s North American Federal Business to help lead the team assembled to serve the newly-created U.S. Department of Homeland Security (DHS). Since that time, Fred has led the firm’s business at DHS HQ (including the OCIO, OCFO, the Office of Policy, and the Undersecretary for Management), the office of Science and Technology, the Office of Health Affairs, and the Domestic Nuclear Detection Organization. More recently, he also took over leadership of the firm’s FEMA business.

Fred serves as one of the leaders of the Firm’s Center of Excellence (COE) for Strategic Technology and Innovation. This COE is dedicated to advancing the state of the art in technology innovation, architecture, and governance; and serves as the firm’s incubator for new service offerings, such as Cloud Computing.

Fred is a leader of the Booz Allen IdeasFest, an annual celebration of the firm’s culture of innovation and client service. The IdeasFest allows junior employees from Booz Allen’s global footprint to submit ideas for recognition and development funding by the firm.

Before joining Booz Allen in 1989, Mr. Knops worked for the Center for Naval Analysis. Fred serves on the Board of Trustees of the Corcoran Gallery of Art and College of Art and Design.

He holds an M.B.A. from the George Washington University, an M.S. in aerospace engineering from the University of Michigan, and a B.S. in mathematics and physics from the University of North Carolina at Chapel Hill.
