Lloyd W. Howell. Jr., an Executive Vice President at Booz Allen Hamilton, leads the firm’s civil business. Previously, he led Booz Allen’s financial services support to civil market clients, delivering the firm’s capabilities and service offerings to both the federal and private sectors.

Hr. Howell joined Booz Allen in 1988 as a consultant and provided systems engineering support to multiple Department of Defense satellite programs. In 1991, he left the firm to get an M.B.A. and subsequently worked for Goldman Sachs as an Associate in their Investment Banking Division.
In 1995, Mr. Howell returned to Booz Allen where he became a member of the Strategy & Organization (S&O) capability focused on Defense Market clients, specifically, Navy/Marine Corps, Army, and OSD. In 2000, he was elected vice president and served as S&O’s Capability Leader from 2005 to 2009.
Currently, Mr. Howell serves on the firm’s Leadership Team and chairs the Ethics and Compliance Committee. He has led many of the firm’s internal change efforts, most recently, the evaluation of the operating model, organizational structure, and people programs.
Mr. Howell’s current board memberships include the Committee for Economic Development, Partnership for Public Service (Finance Committee Chair), Capital Partners for Education (CPE), Management Leadership for Tomorrow (MLT), Washington Economics Club, Integra LifeSciences Corporation, and the United Negro College Fund (UNCF) (Strategy Committee Chair). His previous board affiliations included the Children’s National Medical Center and Friends of the National Zoo (FONZ) (Chairman).
Mr. Howell holds a B.S. in Electrical Engineering from the University of Pennsylvania and an M.B.A. from Harvard University. He was the 2010 BEYA Award recipient for professional achievement and the 2011 Black Engineer of the Year Award.
