Booz Allen Hamilton Executive Vice President, Fred Blackburn, is a McLean based Partner and is currently the Client Service Officer (CSO) for our Justice Homeland Security and Transportation (JHT) account. Prior to this assignment (2013-2015), Mr. Blackburn was an Innovation Service Officer (ISO) within the Strategic Innovation Group (SIG) where he led both the NextGen Analytics and Predictive Intelligence business areas with clients spanning Commercial, Civil, Defense, and Security Markets. Prior to joining the SIG (2011-2013) he served as the Capability Development Officer (CDO) for the firm’s Mission Analytics capability with more than 2,500 staff providing cyber, all-source, SIGINT, and geospatial intelligence services to primarily Security and Defense clients. During his first three years with the firm (2008 to 2011) Mr. Blackburn served as the Security Market lead for the firm’s Economic and Business Analysis (EBA) capability team.
Before joining Booz Allen in 2008, Mr. Blackburn served as a Director at Northrop Grumman / TASC heading up their Management Consulting Division. In this role, he was responsible for six lines of business, including: Acquisition Management, Decision Analysis, Cost and Risk Analysis, Financial Management, Intelligence Analysis, and Change Management.
Mr. Blackburn began his career working as an operations research analyst for the Naval Center for Cost Analysis (NCCA) we he conducted in-depth cost analyses of major weapon systems and played an important role in standing up NCCA’s contractor financial health assessment capabilities.
A recognized thought leader, Mr. Blackburn received two Director of Central Intelligence (DCI) Meritorious Unit Citation Awards for his contributions to the Future Imagery Architecture Joint Management Office and his support to the National Geospatial Intelligence Agency (formerly National Imagery and Mapping Agency).
He holds an MBA from George Washington University and a B.S. in Finance (with Economics Minor) from the Virginia Polytechnic Institute and State University. He has also completed an Executive Leadership program at the Darden School at the University of Virginia.
