Dr. Gary D. Mather

Dr. Mather’s key areas of expertise include:

Dr. Mather’s other roles at Booz Allen have included President of the World Wide Technology business, member of the firm’s Board of Directors, and Chairman of the Board’s Finance Committee.  He currently chairs Booz Allen’s Critical Strategic Initiatives Committee.

Prior to assuming responsibility for Booz Allen’s Army client work, Dr. Mather led the firm’s work for the National Aeronautics and Space Administration (NASA).  He was the officer in charge of a highly successful program to restructure the space station program to be consistent with congressionally mandated constraints.  His team focused on the details of primary program process flows as well as primary cost drivers linked to achieving specific performance requirements.

Other client assignments led by Dr. Mather include systems engineering work conducted in support of the NASA Consolidated Space Operations Program.  Booz Allen was the primary contributor to the development of the evolving systems architecture using a proprietary tool-set for efficiently making tradeoffs among various design and operational parameters. 

Dr. Mather also led an Internal Revenue Service Agency-wide transformation engagement for the Commissioner.  The assignment began with a front-end strategic analysis to transform the agency into four strategic business units focused on the needs of individual taxpayers.  Twelve design and implementation teams were formed with joint Booz Allen and IRS team members.  Booz Allen supported the development of completely new processes for each unit, enabling technology and integration across agency-wide services.  The new structure is now fully operational involving some 100,000 IRS personnel, 10 data processing centers, and the national networking architecture.
 
Dr. Mather holds a Ph.D. from the Rensselaer Polytechnic Institute, an E.E. and an M.S. from the Massachusetts Institute of Technology, and a B.E.E. from the Rensselaer Polytechnic Institute.
