Gary Schulman

Gary Schulman, a Vice President at Booz Allen Hamilton, leads the firm’s U.S. government transportation consulting business for clients that include the Department of Transportation and state and local transit agencies and their departments of transportation.

With almost 30 years of consulting experience, Mr. Schulman supports federal clients by applying his expertise in:

  • Research and development
  • Prototype testing and evaluation
  • Funding
  • Policy and regulatory oversight

At the state and local levels, he primarily offers insights in technology and procurement strategy; conceptual design and specification development of vehicles, train control, communications, and fare collection systems; and program management of urban mass transportation projects.

Examples of key engagements include:

  • Developing the concept of operations, system architecture, business model, and integrated work program for the next-generation air traffic control system for a large federal agency
  • Developing a proof-of-concept for a major federal transportation agency for deployment of wireless technology to improve safety and mobility by allowing vehicles to communicate with other vehicles and with roadside infrastructure
  • Providing management oversight of federally funded transit projects in Honolulu, Miami, and San Juan for a major federal transportation agency
  • Directing the integration of civil and system engineering disciplines and providing cost, schedule, and risk management across multiple team of consultants and external agencies for the extension of a heavy rail system in California

A member of the American Public Transportation Association and American Institute of Aeronautics and Astronautics, Mr. Schulman has spoken at many conferences, including serving on a panel about infrastructure fatigue at the Aspen Institutes Idea Festival. He is a recognized thought leader whose industry-related articles include “Lights! Water! Motion!,” which appeared in strategy+business.

Prior to joining the firm, he was a financial analyst at Ford Motor Company. Mr. Schulman has an MBA from Cornell University and a B.S. degree in civil engineering from the University of Vermont.
