Air Force tasked Booz Allen with developing two separate, but related, strategies for civilian development.  The first was an acculturation strategy to help create one integrated culture of “airmen” regardless of their civilian or military status.  The second was a leadership development strategy for tactical leaders that focuses on: identifying potential leaders, developing a foundation for formal leadership (Basic Developmental Education), and continuing professional development.

Intended or Achieved Results

Booz Allen Conducted a baseline assessment of acculturation and leadership development strategies. This task included: assessment planning, data collection, and analysis & reporting. 

We designed the civilian acculturation and tactical leadership development strategies. The strategy design involved:

  • Defining goals and objectives
  • Designing curriculum content and learning processes
  • Identifying relevant learning technologies and systems
  • Designing a process for identifying leaders
  • Developing an evaluation plan to obtain feedback and assess programs
  • Creating a communication plan

Then Booz Allen developed estimates, an investment strategy and plan for implementing programs.  To help the Air Force prepare for implementation of the strategies developed, Booz Allen conducted cost estimates.  These cost estimates were based on analysis of similar programs and resulted in several implementation options.

Booz Allen designed and developed a five-week Executive Development Program for School Principals with the goal of assisting principals to formulate a vision that will inspire others, think strategically, be moral leaders, create professional development programs, lead the creation and implementation of standards-based instructional systems, build strong faculty teams, and manage for results to produce steady improvements in student achievement.

Intended or Achieved Results

In developing its Leadership curriculum, Booz Allen:

  • Blended training solution combined best practices of classroom instruction and online training
  • Designed five-week classroom curriculum including thirteen units and two three-day interactive workshops
  • Conducted research and used facilitated sessions to develop performance objectives and detailed curriculum for the Program
  • Blended Instructional Systems Design solution made use of collaborative learning, group discussions, problem-solving scenarios, and online games and discussion forums
  • Developed a highly interactive program with built-in assessments, videos of benchmarked practices, and discussions on how to establish professional networks, study groups, and action projects
  • Developed instructor’s guides and participant’s handbooks for each of the units as well as PowerPoint presentations, handouts, and worksheets for practice
  • Developed a Content Analysis Document (CAD) including a detailed description of all topics and subtopics, content resources, and performance objectives
  • Developed a High Level Design Document (HLDD) and a Content Design Plan (CDP) mapping the curriculum to the interactive and visual design parameters of the on-line instruction and providing a detailed “road map” for the development phase
