The government client sends an RFP, containing the Task Order Performance Work Statement, to each of the contractors.
The government client prepares a PWS describing the required work effort.
A fair opportunity process is used to determine which of the multiple award contractors will receive particular task orders.
The government client prepares and submits a technical evaluation form, which is an analysis of the technical proposal, cost/pricing information, and any other factors considered. The Acquisition Center has a template for the client’s use.
The government client prepares a business case for the work to be done.
Once the TESS data package is finalized and the government client has approved its release for bid, the Acquisition Center sends the RTEP electronically to the TESS prime contractors.
The prime contractors prepare their bid responses to the RTEP and submit their team’s bid within the time frame specified (10 work days). The TEP responses must include a technical description of the work to be performed, labor, materials breakdown, and a cost proposal.
Once the TEP responses have been submitted by the prime contractors, the Government approves a TEP, designates an appropriate fund site, and issues a task order to the contractor. The Government provides notification on task order award to both the successful and unsuccessful offerors.
