Increased demand for spectrum to support new commercial wireless services has driven the reallocation of federal government spectrum and forced agencies to implement more spectrum-efficient communications systems. Agencies that have relied on particular systems for decades must now replace very high frequency (VHF) equipment by 2005 and ultra-high frequency (UHF) equipment by 2008 to meet federal mandates. Yet as spectrum-related issues are becoming increasingly complex, the skills required to plan, manage, and optimize spectrum use are a diminishing resource.
