Interoperability Solutions

Ensuring interoperability within and among
wireless systems

Issues and Challenges

  • Federal, state, and local government entities compete for limited radio spectrum, have limited budgets, and face challenges in keeping pace with advances in technology.
  • Many federal entities operate separate tactical communications networks, making communications difficult during crises and emergencies .
  • Interoperability requires more than technical solutions; processes and procedures are needed to guarantee secure, effective, and efficient communications.

As land mobile radio (LMR) systems have been deployed over the past 20 to 30 years, increasingly difficult interoperability challenges have emerged. Digital and analog, conventional and trunked, different security and encryption techniques, and a range of frequencies located across the radio spectrum have presented a complex environment within which to operate. Technical solutions must be robust, reliable, and quick to implement so that communications can be established when and where needed. Booz Allen has developed many solutions to the technical challenges associated with interoperability. We have also worked closely with federal organizations to coordinate and develop partnerships that ensure interoperability now and in the future.

The Booz Allen Solution

  • Establish partnerships and alliances among federal communities to help foster interoperability solutions and to maximize the use of precious resources (funding, spectrum, and LMR expertise)
  • Customize diverse and varied technical solutions to the different mission needs and operational scenarios of the users
  • Establish operational procedures and processes for effective use of interoperability assets
  • Demonstrate proof-of-concept for varied solutions nationwide that serve as a source of best practices and lessons learned for interoperability issues

Why Booz Allen?

  • We are experienced in building partnerships and alliances among federal communities to help foster interoperability solutions (including shared spectrum, systems, and funding) that meet the needs of all constituencies.
  • We have developed successful strategies for acquiring funding for systems development and interoperability and for getting appropriate buy-in at senior levels.
  • We pilot and test numerous solutions demonstrating interoperability among different systems and frequencies in various mission environments and operational scenarios .
  • Our experienced staff has dealt at the federal level with interoperability issues affecting LMR user communities, including national level policy, funding, and partnerships, technology and standards, security, and spectrum management.
