The Booz Allen ITS-BISS II Team

Booz Allen’s integrated and collaborative approach to managing the ITS-BISS II Program is a central component of our technical approach. Combined with the skills and expertise of our senior staff, Booz Allen’s integrated environment is inherently linked and inseparable from our delivery of services. Our team provides responsive contract administration, expertise across all SOW functional area support disciplines, and direct lines of communication among EPA, Booz Allen, and other potential awardees.

In addition to the breadth of experience that Booz Allen presents to EPA, our proposed ITS BISS II team consists of high-quality subcontractors that have proven expertise in many key SOW areas. Our assembled subcontractor team adds diversity to the solutions that EPA can leverage for the ITS BISS II program and demonstrates our commitment to delivering lessons learned from across the Federal Government. Our subcontractor team members are described below:

• Blue Canopy—is the EPA ITS-BISS II FA 2 prime contractor and a woman-owned small business (WOSB) and was 2010 Small Business Government Contractor of the Year. Blue Canopy provides program management, mission-critical application development, and cyber security services to public and private sector clients.

• Citizant—is an experienced, dynamic, and highly successful woman-owned small disadvantaged business (SDB) focused on helping government organizations achieve mission success and improve service delivery capabilities. Citizant has a successful 10-year record of delivering mission-enabling solutions and services for government customers.

• HeiTech Services, Inc.—is a WOSB, a service-disabled veteran-owned small business (SDVOSB), and a small business administration (SBA)-certified SDB specializing in delivering professional management support and IT services (e.g., operations and maintenance, IT infrastructure optimization, web hosting, Section 508 compliance, management consulting services, and program support services).

• Leadership Strategies—The Facilitation Company—is the national leader in facilitation training and delivery. Since the July 1991 founding of this SDB, the company has helped numerous government agencies, nonprofit organizations, and corporate clients engage their people in defining and achieving higher levels of success. Founder Michael Wilkinson has facilitated planning sessions with OEI’s Office of Information Analysis and Access (OIAA) and Office of Research and Development (ORD).

• SiloSmashers—is a Native American, woman-owned small business and a strategy and technology consulting firm that provides program/project management support, performance management, and IT security services to government clients. SiloSmashers experts have the technical depth and experience needed to help accomplish customer goals and ensure mission success.

• Skeo Solutions—is a WOSB that offers a multidisciplinary approach to navigating complex issues that local communities and government agencies are facing. Skeo Solutions provides innovative approaches to database design, geographic information system analyses, and mapping of environmental, social equity, and economic information.
