Under PMSS

Below are simple and quick steps to follow when procuring Booz Allen services from the FBI PMSS Contract:

Step 1: Develop Requirements

• Develop the Background, Objectives, Scope (part of the SOW required by the FBI)
• Choose Labor Categories (e.g., description, number, hours, cost) (required in the Independent Government Cost Estimate)
• Provide templates for:
• Task Order Memo
• Statement of Work
• Simplified Source Selection Plan
• Introduction (background information)
• Recommended bidders (at least 3)
• Rating Methodology (e.g., Blue, Green, Yellow, Red)
• Evaluation Criteria (e.g., 1. Program Management Services, 2. Management, 3. Cost)
• Proposed Evaluation Board Members
• Approval (Task Lead—government point of contact)
• Independent Government Cost Estimate

Step 2: Solicit Response

• FBI sends the Task Order Request to at least three contract holders

Step 3: Conduct Evaluations

• FBI receives, reviews, and evaluates vendor responses
• Evaluation is based on established evaluation criteria

Step 4: Award Task Order
