Booz Allen Hamilton recognizes that one size does not fit all needs and is one of eight vendors offering services on a competitive basis under the FBI’s IV&V contract. Public and private sector organizations approach independent verification and validation (IV&V) differently based on their missions and the nature of the information they manage. They must also create solutions whose collective policies, processes, and technologies promote universal trust among stakeholders.
Industry studies show that the failure rate for large-scale software projects is as high as 85 percent. To mitigate this risk, the Federal Bureau of Investigation (FBI) and Department of Justice (DOJ) must conduct IV&V in a manner that provides government managers and executives with metrics focused on achieving mission goals and objectives. Achieving these objectives requires straightforward application of industry standard methodologies and incorporation of broader management and operational capabilities. IV&V must also be grounded in the goals and objectives of the particular organization, the operational environment and technology domains in which systems are deployed, and the specific management and policy requirements that govern IT programs.
To procure assistance geared specifically to these needs, the FBI has created the IV&V multiple award indefinite-delivery/indefinite-quantity (IDIQ) contract.
