Prior to joining Booz Allen in 1996, McConnell rose to the rank of Vice Admiral in the US Navy, and from 1992-1996 he served as Director of the National Security Agency (NSA).  He led the NSA in addressing the Agency’s transformation to adapt to multi-polar threats after the end of the Cold War, and he was one of the first senior officials to identify information assurance and information defense as major strategic issues in our increasingly networked society. In addition to many military awards, he holds the highest award for service in the US intelligence community.

McConnell was promoted to Booz Allen Senior Vice President in 2005, and served on the firm’s Board of Directors where he was Chair of the Board Nominating Committee and Board Agenda Committee.  In 2002, he was named one of the top 25 most influential consultants by Consulting Magazine, the leading trade publication for the consulting industry.

Among McConnell’s significant contributions to Booz Allen and its clients are his work in critical infrastructure protection focusing on the vulnerabilities of the banking and financial sector, as well as transportation, energy, and other critical areas; his support to military and intelligence clients in major transformation programs, information technology, horizontal integration, and improved analytics; and his thought-leadership in information assurance, information operations, and the nation’s security.
