Delivering an Award-Winning e-Government Web Site
On December 3, 2002, www.GovBenefits.gov was honored with Government Executive Magazine's 2002 Grace Hopper Government Technology Leadership Award. The U.S. government web site was one of ten projects recognized by the magazine for providing individuals with improved access to government information.
Developed by Booz Allen Hamilton, www.GovBenefits.gov is a one-stop resource that provides citizens with eligibility information on more than 200 federal benefit programs — representing $1.3 trillion in annual benefit dollars — including the September 11th Victim Compensation Fund, Services for Persons Living with HIV/Aids, and Employment and Training Assistance. A confidential online screening tool prompts visitors with basic questions such as income level, employment status, and family size to determine which benefits they may be eligible to receive.
The Challenge
"Launched in April 2002, the web site consolidates information spread across 31 million federal government web pages," explained Booz Allen Vice President Teresa Bozzelli. "In less than 100 working days, Booz Allen created and executed a strategy to establish a program management office; assembled an inter-agency team; amassed benefit program information; and designed, developed, and launched www.GovBenefits.gov."
Booz Allen worked with the U.S. Department of Labor as the managing partner for the initiative, which brought together the Departments of Agriculture, Education, Energy, Health and Human Services, Housing and Urban Development, and Veteran's Affairs; the Federal Emergency Management Agency; the Social Security Administration, and the Department of State.
Overall Performance Award
In October, the Performance Institute presented the Department of Labor with an Overall Performance Award for its management of www.GovBenefits.gov and highlighted the site as an e-Government best practice in its report "Creating a Performance-Based Electronic Government."
