William J. Wansley

A Senior Vice President at Booz Allen Hamilton, Bill Wansley supports the Office of the Director of National Intelligence (ODNI) and leads a fully integrated team of domain and functional services in support of critical national security functions.  He also supports other federal civil and commercial clients with advanced analytic services focused on counterterrorism and fraud detection.

Mr. Wansley focuses on solving strategic and business planning challenges and standing up offices to support agency-level initiatives for the firm’s national security clients. He has served as program manager for several federal agency projects and contributed a range of services, skills, and insights including strategic planning, mission innovation, continuity planning, counterintelligence, intelligence operational support, and advanced analytics.

Mr. Wansley has 30 years of professional experience as an operational U.S. Army officer, a national security policy planner, and a management consultant for the U.S. intelligence community. His operational military experience includes serving as the Chief of Plans for the 2nd Infantry Division, Korea, and Deputy Director of Operations, Plans, and Training, G3, for the 24th Infantry Division, Fort Stewart, Georgia.

His national level policy planning experience includes serving as a strategic planner responsible for the Joint Strategic Planning System for the Directorate of Strategic Plans and Policy, J5, Joint Staff. Later in his career, he again served the J5 as a national security policy planner and Joint Staff representative for international negotiations on the Treaty for Conventional Forces in Europe (CFE Treaty).

While a student at the School of Advanced Military Studies (SAMS), Mr. Wansley published monographs on tactical leadership and a theory of peace, based on the synthesis and integration of traditional military theory and contemporary business management best practices.

He holds an MBA from Creighton University; a M.M.A.S. in theater operations from SAMS; and a B.S. in general engineering from the U.S. Military Academy, West Point.
