Joseph F. Sifer

Joe Sifer is a Booz Allen Hamilton Senior Vice President with over 20 years of experience in information technology (IT) and telecommunications systems consulting. He supports the firm’s clients with his expertise in:

  • Telecommunications technology and IT infrastructure
  • Wireless systems planning and solutions strategy
  • Wireless program development and management
  • Spectrum policy and management

Currently, Mr. Sifer is focused on Booz Allen's solutions business in C4ISR and IT for the U.S. Army, National Guard, U.S. Army Reserves, Missile Defense Agency, and National Aeronautics and Space Administration (NASA), leading teams and projects in the National Capital Region and in regional offices in the northeast and south.  He also leads a team that provides network engineering and telecommunications management services to the Departments of Homeland Security, Energy, and Treasury; the General Services Administration; and other defense and intelligence clients.  Lastly, Mr. Sifer also provides strategic support to industries including telecommunications, energy, utilities, financial services, and transportation.

Mr. Sifer has extensive experience in technology and management consulting for projects involving data networks and specialized gateways, Internet protocol (IP)-based networks, publicly switched wireline services, communications and remote sensing satellites, and private and commercially provided wireless systems.

His project experience at the firm includes developing IT and communications systems solutions, especially terrestrial-based wireless networks and solutions, for U.S. public sector clients in homeland security, law enforcement, and defense. He played a key leadership role in establishing and expanding Booz Allen’s U.S. federal government wireless consulting business.

As a Booz Allen project manager, Mr. Sifer has delivered IT consulting projects valued in excess of $5 billion. As a consultant, he provided strategy development for IT applications and management to achieve project and enterprise objectives, focusing on planning, policy development, and regulatory advisory services to help implement technology and program strategies.

Before joining the firm, he worked as a technology consultant at A.T. Kearney, a project engineer at The Aerospace Corporation, and a research engineer for the NASA-Ames Research Center. He is a member of Institute of Electrical and Electronics Engineers (IEEE).

Mr. Sifer attended the George Washington University on a full fellowship, where he received an M.A. in technology and public policy. He also has an M.S. from the University of California, Berkeley and a B.S. with highest honors from the University of Notre Dame, both in electrical engineering. He was awarded scholarships and assistantships from both institutions.
