Sam Porgess

Sam Porgess, a Senior Vice President at Booz Allen Hamilton, leads the firm’s business in Los Angeles, where he serves an array of clients including the U.S. Air Force, the Jet Propulsion Laboratory, and local transportation clients.  His team’s primary functional focus is in engineering and integrating complex infrastructure projects.

For over two decades, Mr. Porgess has provided services in concept definition, strategy development, and systems engineering and integration (SE&I). His experience includes:

  • Leading a large multi-contractor team executing the SE&I contract for a next-generation global satellite communications system
  • Systems engineering and integration work on virtually every Department of Defense (DoD) military communications satellite and its ground components
  • A variety of narrowband and broadband commercial satellite ventures and work with corporations to optimize their product portfolios’ focus on emerging network-centric opportunities
  • A critical study for DoD to compare and analyze demand and supply sides of the nation’s space industrial base; the first effort of its kind that examined all U.S. government space and launch programs and projected the industry’s capacity to develop the space infrastructure to meet national security requirements
  • Leading the design,integration, and installation of a Differential GPS-based Vessel Traffic Management System, which resulted in a business case for continued development
  • Program Manager supporting proprietary Mobile Satellite System (MSS) licensees to design, develop, and acquire next-generation wireless standards
  • Leading a team developing a Service Oriented Architecture (SOA) based solution to help clients track and manage assets in space
  • Leading a team of systems engineering and integration professionals helping the US Air Force design the nation’s next-generation GAPS system

Mr. Porgess’ functional areas of expertise include:

  • Systems engineering and integration
  • Communications and network control management and interoperability
  • Satellite system architecture trades
  • Requirements and functional decomposition
  • Integration of space systems with network infrastructure

Prior to joining Booz Allen, Mr. Porgess worked on the design of an inertial-aided velocity-measuring sonar system for the TRIDENT II submarine.

Mr. Porgess authored technical reports and articles including “DGPS-based Vessel Traffic Systems using UHF Communications and GIS Technologies” for Institute of Navigation magazine, and “Between Two Oceans: Tracking Ships through the Panama Canal” for GPS World.

He attended the Polytechnic Institute of New York, where he received a MSEE degree.
